New Delhi, January 21,2016: 1. Crude Oil Production

1.1 Indigenous crude oil production (including condensate) during December, 2015 was 3079.611 TMT which is 1.38% lower than the target for the month and 4.09% lower than the production during corresponding period of last year. Cumulative crude oil production during April-December, 2015 was 27952.376 TMT which is 1.07% higher than target for the period and 0.79% lower than the production during corresponding period of last year. Unit-wise and state-wise crude oil production is given at Annexure-I. Unit-wise crude oil production (including condensate) for the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis same period of last year has been shown in Table-1.1 and month-wise in Figure-1.1

1.2 ONGC’s crude oil production during December, 2015 was 1895.637 TMT which is 0.47% lower than the target for the month and 0.06% higher than the production achieved in the corresponding month of last year. ONGC’s cumulative production during April-December, 2015 was 16883.815 TMT which is 0.30% lower than the cumulative target and 0.96% higher than the production during the corresponding period of last year. The shortfall in ONGC’s production was due to following reason:

Ø Gujarat, Mehsana: Less Air injection in Santhal field, increasing water cut in down dip wells of N Kadi field, increase in water cut, increase in sick wells & power shut down.

Ø Gujarat, Ahmedabad: Poor influx, ceasure of wells, increase in water cut, power shutdown, lift optimization & delayed / less gain from Gamij Field.

Ø Gujarat, Cambay: Less than envisaged production from Nadiad and Vadatal, increase in water cut.

Ø Assam: Low Gas injection pressure & poor influx.

Ø Tamilnadu, Karaikal: Less than anticipated production from Madanam field & closure of wells due to less / nil off-take by consumers.

1.3 OIL’s crude oil production during December, 2015 was 270.124 TMT which is 12.41% lower than the target for the month and 6.30% lower than the production achieved in the corresponding month of last year. OIL’s cumulative production during April-December, 2015 was 2450.612 TMT which is 8.33% lower than the cumulative target and 4.97% lower than the production during the corresponding period of last year. Reasons for shortfall in production are given below:

Ø Rise in water cut in wells of Shalmari, Greater Chandmari and Greater Hapjan Fields.

Ø Permanent loss at Makum & Hapjan OCS.

Ø Less than planned contribution from workover & new wells

1.4 Pvt. /JVs’ crude oil production during December, 2015 was 913.850 TMT which is 0.45% higher than the target for the month and 11.12% lower than production of corresponding month of last year. Pvt./JVs’ cumulative production during April-December, 2015 was 8617.949 TMT which is 7.08% higher than the cumulative target and 2.86% lower than the production during the corresponding period of last year. Reasons for shortfall in production are given below:

Ø Cairn: Shutdown of Mangla processing terminal. Natural decline in Ravva, Mangala and underperformance of Bhagyam wells in RJ-ON-90/1

Ø RIL: Under performance of wells of KG D6.

Ø JV of ONGC, BG & RIL: Less production in Panna-Mukta due to shutdown.

Ø GEOENPRO: Sand ingress in Kharsang



2. Natural Gas Production

2.1 Natural Gas Production during December, 2015 was 2736.990 MMSCM which is 9.30% lower than the target for the month and 6.09% lower than the production during corresponding period of last year. Cumulative natural gas production during April-December, 2015 was 24697.304 MMSCM which is 6.32% lower than the target for the period and 2.76 % lower than the production during corresponding period of last year. Unit-wise and state-wise natural gas production is given at Annexure-II. Unit-wise natural gas production for the month of December, 2015 and cumulatively for the period April-December, 2015 vis-à-vis same period of last year has been shown in Table-2.1 and month-wise in Figure-2.1.

New Delhi, January 22, 2016: Prime Minister Shri Narendra Modi and French President Mr. Francois Hollande will jointly lay foundation stone of International Solar Alliance (ISA) Headquarters and inaugurate the interim Secretariat of ISA at National Institute of Solar Energy (NISE) in Gurgaon on 25th January 2016.

In his interaction with media today, Shri Upendra Tripathy, Secretary, Ministry of New and Renewable Energy said that ISA will be a major international body headquartered in India. It will be a new beginning for accelerating development and deployment of solar energy for achieving universal energy access and energy security of the present and future generations. Shri Tripathy further said that India offered to host ISA at the premises of NISE and has offered 5 acre land. Three floors of the Surya Bhawan of NISE has been offered for starting the interim Secretariat. India’s effort is to build an Iconic structure for ISA Secretariat. In addition, India has offered a contribution of Rs 100 crore (around US $15 million) for creating ISA corpus fund. In addition, Government of India has offered training support for ISA member countries at the National Institute of Solar Energy and also support to ISA member countries for demonstration projects for solar home lighting, solar pumps for farmers and for other solar applications.

ISA has been envisioned as a specialized platform and will contribute towards the common goal of increasing utilization and promotion of solar energy and solar applications in its member countries. The Paris declaration on International Solar Alliance states that the countries share the collective ambition to undertake innovative and concerted efforts for reducing the cost of finance and cost of technology for immediate deployment of competitive solar generation, financial instruments to mobilise more than 1000 Billion US Dollars of investments needed by 2030 for the massive deployment of affordable solar energy and to pave the way for future solar generation, storage and good technologies for countries’ individual needs.

International Solar Alliance is an Indian initiative. It is an alliance of 121 solar resource rich countries lying fully or partially between the tropic of Cancer and tropic of Capricorn. ISA was jointly launched by the Prime Minister of India and the President of France on 30 November 2015 at Paris, France on the side-lines of the 21st Conference of Parties to the United Nations Framework Convention on Climate Change. Representatives from around 70 countries including more than 30 Heads of the States and Heads of the Government level participated in the ISA launch ceremony.

The International Steering Committee (ISC) of the ISA has met two times on 1 December 2015 at Paris, France and 18 January 2016 at Abu Dhabi, UAE. The committee identified development of a focused road map for ISA and plan for involvement of national government, private sector, financing institutions and others in ISA activities and structure as important action points.

An Interim Administrative Cell (IAC) has already been set up in the Ministry of New and Renewable Energy (MNRE), Government of India. The IAC will facilitate establishment of ISA and its transformation from de facto to de jure status, pending the creation, constitution and full-scale functioning of ISA in a prescribed manner. In order to develop programme of activities of ISA, discussions have also been held with ISA countries resident diplomatic missions, United Nations, World Bank, Exim Banks, New Development Bank, United Nations Asia Pacific Centre for Technology Transfer, and also with the corporate sector.

As part of the agreement, both parties agree to jointly work in promoting and implementing building energy efficiency programmes and policies of the government through a range of activities which include training and capacity building, create a credible data base of building energy data, promote market transformation tools that advance and validate greater energy efficiency in buildings, educate the marketplace on green building practices and jointly promote market transformation tools such as ECBC, LEED, EDGE, PEER and others that advance greater energy efficiency in buildings in India.

“This agreement is very timely for India,” said Mahesh Ramanujam. “Energy Efficiency is a key focus for Indian Prime Minister Narendra Modi who has asked the leaders across the government to identify and implement transformative ideas on scale. Clearly Energy Efficiency in buildings is one of the transformative ideas that India can implement on scale and contribute to national development based on the work BEE has done in the past decade. This agreement will lead to a significant increase in green building activity for new and existing buildings.”

“The MOU with BEE allows GBCI to further its mission, expand the tools and capacity and affect the adoption of green building across India,” he added.

Speaking at the event, Dr. Ajay Mathur said, “Energy Efficiency in building is one of the key thrust areas of Government of India, especially in view of recently declared INDC, wherein India aims to reduce emission intensity of its GDP by 33 to 35% by 2030 from 2005 levels. The Government of India has laid great emphasis on promoting ee and ec in various sectors of the economy considering the vast potential of energy savings. As infrastructure sector is one of the fastest growing sectors of the Indian economy, Government of India has laid great emphasis on promoting energy efficiency and energy conservation in the building sector.”

Through this MOU, BEE and GBCI will worktogether towards achieving the national objective of promoting energy efficiency in the building sector.

During discussion , Shri Piyush Goyal stressed the need for Australian technology to be affordable. He said that India is interested in benefitting farmers through usage of solar technologies to optimize gas usage for fertilizer production and recycling processes for rice husk technologies. The Minister also highlighted that in view of land availability challenges in India; renewable technologies which reduces land requirement would be welcome. He further said that cost challenges can be met through ‘Make in India’. This will help in achieving the ideal combination of Indian manpower and Australian innovation.

Stating that India is witnessing a big expansion of renewable energy, Shri Tarun Kapoor, Joint Secretary, Ministry of New and Renewable Energy, said that the India was running the world’s largest renewable energy programme and was looking for technological expertise, operating experience and investments. This provided a huge opportunity for global firms to operate at a large scale and provide cost competitive solutions. He highlighted that by March 2016 itself, India would have bid out more than 18 GW of solar capacity thus helping it move rapidly towards the aim of setting up 100 GW of solar capacity by 2022.

Faculty of the UNSW elaborated the achievements of their University especially in the pioneering research of more than four decades in renewable energy and stressed on their policy of easy access to their intellectual property. Prof. Darren Bagnall, school of Photovoltaic and Renewable Energy Engineering mentioned that the UNSW had held till last year the world record for highest efficiency of solar energy conversion. He also threw light on current research in this field.

The Roundtable is attended by Indian delegation consisting of officials of the Ministry of New and Renewable Energy, Ministry of Coal as well as officials from NTPC, Coal India Limited and other large renewable companies. During the roundtable extensive discussions were held over efficient mining practices, exploration, mining technologies for opencast as well as underground, reclamation and rehabilitation of mined out areas, Mine safety, Clean Coal Technologies and Coal beneficiation etc. An over view of India’s coal sector was presented highlighting the status and challenges which was followed by the presentations by CIL and CMPDIL covering the above mentioned areas.

Post the cancellation of 204 coal blocks by the Hon’ble Supreme Court, India has auctioned 31 Coal Mines and allotted 42 Coal Mines to Central/State Government Companies for captive use. Taking the process forward and also to augment availability of domestic coal thereby reducing dependence on imported coal, the Government has finalised the methodology of allocation of coal mines for commercial mining to Central/State PSUs.
