· Grid integration of New Renewables has to move in tandem with new renewable generation capacity addition. Fossil fuels generation will contribute significantly to this integration.

· Fossil fuels will continue to dominate energy use for some decades. There is need to effect improvements from the start of the fuel chain to the end of the delivery chain to ensure cleaner energy management. Coal will also continue to be a dominant fuel for reasons of energy security, load requirements and systems availability. Its beneficiation needs sharp focus.

· The development of lower capacity ultra super critical coal fired generation technology is a necessity.

· Carbon Capture Utilization and Fixation could be the focus of future carbon capture technology development.

· Cleaner Coal Utilization could be achieved through an accelerated development of Coal to Liquid and Coal to Gas. These technologies should be the beneficiaries of clean coal funds and green energy funds.

· Natural Gas is likely to be the fastest growing fossil fuel. It could develop as a universal transport and cooking fuel. Hence the need to develop the infrastructure for its storage, transportation, universal availability and access. Gas grids should develop with the same priority as power grids. Bengaluru, March 19, 2016: The Union budget 2016-17 has placed emphasis on the agriculture sector. An amount of Rs. 20,000 Crore has been allocated as an initial corpus for a long term irrigation fund in NABARD. This is a promising step, but it must be properly directed to promote innovative and water efficient irrigation such as drip irrigation and fertigation.

Rs. 60,000 Crore has been allocated for sustainable groundwater resource management. This however, needs to be supported through regulatory legislation to ensure sustainable extraction and water pricing. Andhra Pradesh (undivided), Goa, Lakshadweep, Kerala, Puducherry, West Bengal, Himachal Pradesh, Bihar, Chandigarh, Jammu-Kashmir, Karnataka, Assam and Dadra-Nagar Haveli have enacted the legislation on the lines of the Model Bill," (as of year 2014).

Punjab and Haryana are among the major users of groundwater and have not enacted the bill yet. The stage of groundwater development for Punjab is 145% and for Haryana is 109% (as per CGWB). Along with legislative backup, a strong participatory approach of management of resource is also required which should involve all the stakeholders. Further, this allocation has been announced under the theme of agriculture, but groundwater resource management should be extended to over-exploited urban area as well.

Government has continued its support to the Swacch Bharat Mission and has allocated Rs. 9000 crore to the Rural areas. Government has also announced an incentive to Open Defecation Free Villages in the form of priority allocation from Centre’s Fund. The emphasis so far has been on the construction of individual toilets. This may not be a comprehensive strategy, particularly, in remote areas or poorer households and in urban informal settlements. Community facilities have been successful in such cases and need to be mainstreamed wherever the potential can be developed in collaboration with local government institutions.

Government also proposed building up of 5 Lakh farm ponds and dug wells in rain-fed areas, which will help to conserve water and will also be a strategic adaptation option for India’s INDC (Intended National Determined Contribution). Tamil Nadu has already followed the strategy using MGNREGA funds with excellent results.
